I had a sending problem with Outlook 2003 after upgrading to Home Premium.
When I would send, it wouldn't do anything and finally got an error message that the file "fxsext32.dll" was missing. When I clicked on OK in the error message, any outgoing message would send. I fixed this problem, in Outlook 2003 by clicking on Tools/Options/Other/Advanced Options/Add in Manager and removed the fax option.
I don't know if this is related to what you are seeing.
I upgraded from XP Home Edition to Vista Home Premium, then I checked the email at Outlook and send email but the pop up prompt message came up with the problem fxsext32.dll. I've read your instruction to uncheck the fax. I closed the Outlook and restarted Outlook. It worked much better and no pop up prompt anymore.
