Outlook Express 6 - Create Message problem

Question

I lost my Create Mail menus and toolbar.  When I open the Create mail window or reply from Outlook Express 6, all the pull down menus and the toolbar are gone from the top of the window.  I tried right clicking where the bar should be and the word Toolbar appears without a check mark.  When I click on it to make it reappear nothing happens.   My OS is Windows XP Professional SP2.   Does anyone know how to get these back?
