Outlook Express as default Email program

Question

I am using WindowsXP-SP1 on a Dell-4600 and am up-to-date on all updates. I'm experiencing problems having Outlook Express recognized as my default Mail handler. I've tried 3 methods of resetting it up but without success: OE 6.0:  in Tools   General / Default messaging programs I get the message: this application is NOT the default Mail handler; I then click on Make Default and I get the confirmation that OE is now the default mail handler.  I then click on Apply and OK. But upon reviewing again the default program is reset back as before!   IE 6.0:  in Tools   Internet Options,  Programs: the Email dialog box is empty but I can't type in anything!   START  Right click on Start,  Properties,  Start menu: click on Customize,  Show on start menu: the E-mail dialog box is empty but I can't type in anything! The only change/update/new application recently, is that using my old Office'97 -Pro CD 9 ( BTW a legal version) I installed Poer-point and MS-Access on my Dell. I was not having any problem before this new install. I have since uninstall these 2 programs but I stiil have the problem. Does anyone have any ideas on solving my problem? Thank you
