Outlook Express error

When trying to send an e-mail I keep receiving this message:
 
An unknown error has occurred. Protocol: SMTP, Port: 0, Secure(SSL): No, Error Number: 0x800C0131
 
In order to send the e-mail I have to reboot and it will send the message when I open IE, but that's the only way it will go. 
 
I've checked the settings in properties, renamed folders.dbx and searched sites for answers, but no luck.
 
Any help will be appreciated.

klakh,

Just a wild guess, but see if deleting Outbox.dbx and Drafts.dbx in Windows Explorer corrects the problem. When you open OE it will regenerate those two files.

Denny:  thanks for the suggestion, but it did not work.  What would happen if I deleted folders.dbx instead of just renaming it?

I decided to go back and re-delete outbox.dbx, drafts.dbx and again rename folders.dbx.  After I did this, I rebooted and now everything seems to be working.
