lol, that was the first thing I tried...much to my shagrin , it did not work.

OK you could try System Restore to a point before problem started.

Yeah, they have McAffee, fully updated & running, on their PC.  I have little faith in this application to begin with, but it has detected no viruses.

Well that leaves Windows Repair from XP CD or a reinstallation from XP CD.
With Repair boot from the XP CD start Install then select R for Repair from the next screen.
To set boot from XP CD usually press F2 during startup & use boot menu to set CD-Drive as 1st boot device.
then restart computer.

You could try running SFC , which checks protected System Files for corruption & if found replaces them from reinstall..XP CD .
If it prompts for XP CD , hold Shift key while inserting XP CD to stop Auto play.
Use Start > Run & type
sfc  /scannow  (space after sfc)

With OE program open, click on TOOLS, OPTIONS,ACCOUNTS. Then highlight the account he is using and then on PROPERTIES.  Look at the "servers" and "connections" tabs.  Make a note of the settings or write them down.  Then compare these with the settings for the user account that is working.  It sound like something here may have changed or an antivirus update has changed a setting since most A/V's scan outgoing mail.

If this does not work. Check his mail settings for the default account in which sent messages go out on.  When composing a new message there should be a pull down of other mail accounts if present on his settings.

Don't bother with the XP repair process....you can (99% of the time) fix this by going to Add/Remove programs, clicking on the button (left side) that says Add/Remove Windows Components, and un-check Outlook Express AND Internet Explorer, then click Next >Finish......then reboot. The account settings, emails, and addresses are not going to be deleted, so relax.

After the reboot, go back and put both checks back in, then reboot again (don't try to open Outlook Express or Explorer before the reboot!)

After the 2nd reboot, try Outlook Express again. I think you'll find that you are fixed.

My understanding is that these components, especially IE, can not be uninstalled; I believe you're only removing access to them. You can uninstall/reinstall any updates to these components. I would suggest doing that and the SFC if a System Restore doesn't fix the immediate problem.
