Outlook Express missing MSOE.DLL
My daughter has a Dell system with w98 installed and has AOL for Service Provider. When she opens e-mail with attachment she gets following error: OUTLOOK EXPRESS COULD NOT BE STARTED BECAUSE MSOE.DLL COULD NOT BE FOUND.
This problem is described in Microsoft Knowledge Base Article 272265.
She uses WEB based email and does not use OE for email or filing or management of email.
Can this problem be corrected by repairing Internet Explorer or will it be necessary to download and reinstall the lastest version of IE. I think she currently has IE 5 but not for sure on that.

It apparently happens on a wide variety of emails with attachments. I have not actually seenany of these. However, the missing file msoe.dll is caused by different versions of OE files located in the C:\program files\outlook express folder because of the installation or uninstallation of different Outlook versions. This is the cause as referenced in Microsoft Knowledge Base Article 272265. I will attempt to get something more specific on the attachments. But it seems that in any event will need to correct the program problem.

If you are using AOL as your Internet Service Provider, you should not be using Outlook at all. AOL uses their own e-mail program. Getting Outlook to work in AOL is tricky at best.
The attachment is wanting Outlook in order to be viewed when Outlook is not open and should not be opened if you are using AOL or a web based service.

AOL isn't a web based mail service. A web based mail service would be Yahoo or Hotmail. I'm thinking this may be related just to that specific attachment because it's looking for Outlook for some reason. What is the attachment.
