Thanks for quick responce. The instructions you furnished are exactly what I've done--several times. But when I then try to compose an e-mail I do not get either the font size nor the type selection I chose???
Save your windows address book by exporting. Save any messages you wish to keep.
Go to Control Panel; Add/Remove Programs; Add/Remove Windows Components. Take the check out of Outlook Express. Re-boot. Now insert your windows CD and reverse the above process. This should re-install Outlook Express.
Set for HTML. It seemingly doen't matter what font .size ot style I select it just is not implemented. I also note that when I open a new message form and use the drop down menu on the upper task bar that whatever size I select as soon as I type a letter of text the size reverts to 12. Screwy

When I go to add/remove programs as you suggest I do not find "windows components". Would like to try your solution since none of the other suggestions have fixed the problem.
If you are using XP the Add/Remove Windows Components button is on the left margin of the Add/Remove Window. If using Win9X I believe there is a tab at the top of the Add/Remove Window called something like Windows setup. In there look for either Microsoft Outlook Express or just Outlook Express. Then just uncheck the Outlook Express etc.

By any chance is Plain Text selected under Format on the New Message window? If not, what font/size is set when you compose your new message?

You might try the following:
