OutLook Express Problems

My problem has been ongoing for about two months, but is getting worse, on many sent emails I get the time out with the message (Your SMTP server has not responded for 60 sec do you want to wait another 60 sec) I can not sent song and picture attachments at all, the send bar runs to the end and stops. I changed ISPs thinking it was their problem but the problem is still annoying me with the new ISP in place. I have disabled AV and Firewall, reinstalled the mail account, Ran all spyware programs after updates, scan disk and defrag. Dell refuses to help me because it is a software problem unless I pay the $200.00 + for the help desk, My ISP has ruled out it being their problem, MS wanted $35.00 an hour to help. So all these options are out...My Dell 2400 is less than one yr old and I have had some major problems, Anyone who can offer some assistance with this problem would appreciate it.

Thanks
Ky

Is the problem with only sending? can you recieve?

Usually the best way to isolate the problem if it being the ISP or outlook is to try to send/recieve with http://mail2web.com .. try this.

You said the problem is when you are sending attachments like music/pictures. Are you able to send mesages with Outlook (without sending attachments). If yes, try sending attachments on mail2web
