Error messages referencing MSOE.DLL are normally associated with Outlook Express, not Outlook. One article relating to a similar message is

Since the problem started last night the first thing I'd recommend is to use System Restore to return your system to its state prior to the start of the problem. If that does not work, please post the
exact wording of the error messages you receive and also please confirm that you use Outlook for email and not Outlook Express.
Thanks for answering. I did a restore last night and I still could not get Outlook EXPRESS to open. The exact error message text in the boxes :
1. Error says The identity login could not be started. Some components are either missing or incorrectly configures. Clicking OK is the only option
2. Error says Outlook Express could not be started. It may not be installed correctly. Make sure that your disk is not full or that you are not out of memory. Contact Microsoft support for further assistance. (0x8007045a) Clicking OK is the only option
3. Error says Outlook Express can not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly. Clicking OK is the only option.
When I got home I ran a PCCHECK from Dell's help site. There was nothing about Outlook Express listed after the check.
I went into my program files and clicked on the OE folder. I got the same Error messages. I am really at my wit's end with this. I said this am that I hate calling the support telephone number. I cannot do the things they ask and I can't understand what they saying.
Denny, I have tried everything except standing on my head and singing the Star Spangled Banner. I guess my only other option is to re-install Windows? Would that be a fair statement? I still have all the disks and instructions in the booklet to tell me how to do it.
I appreciate all your help, dear. It won't hurt me to lose the messages that are there now.
