Have you tried (a) boot into Safe Mode, (b) uninstall the new scanner driver using add/remove programs from the Control Panel and then reboot normally? Sounds like the new driver likely caused the problem. If so, this might get you back to normal.
Have you tried pressing F8 at the appropriate time during startup, and then selecting "Last Known Good Configuration" (or whatever the actual wording is that is similar)?
Going back to your original message, when you said you "deleted files" from within VGA mode... since the problem didn't go away, it sounds like your "uninstall" method didn't remove the drivers that you "installed" that caused the problem.
When you say you 'deleted files', did you manually delete files or did you use Windows/Control Panel/Add-Remove Programs or something similar to uninstall the files you installed?
If there wasn't anything else that you did, I can only suggest that you try to completely uninstall whatever you installed and if you ever get it completely uninstalled, the problem should go away. Even if using Add-Remove Programs or an "uninstall program" provided by the original vendor, sometimes all the files and registry entries are not completely removed and problems can remain.
If all else fails, I suggest you contact the vendor of the program that caused the problem and ask them how to manually remove all traces of their program/files, including all registry entries. You'll need to proceed carefully or you can create new problems when editing the registry, but this certainly should correct the problem if caused by this program and if you can get all traces of it removed.
