Disable System Restore. It's no good to you now and may contain a virus. Re-enable when system is known to be clean and booting to Windows normally.

Check your Device Manager for corrupt drivers (yellow markings). Uninstall any bad drivers and restart. If system boots to normal Windows re-install updated driver(s) for the one(s) you uninstalled.
Run a virus scan and AdAware.
