PLEASE... HELP! - Upon trying to insall new programs by CD into my 4600 Dimenstion

Hello,
 
I am beating my head against the computer trying to understand why I can't "Add New Programs"
into my Dell 4600 w/ Windows XP. Everytime I try to install a CD program I get the same error.
 
NTVDM.EXE - Application Error
The application failed to initialize properly (Oxc0000033)
click ok to terminate.
 
I have defraged, run anti-virus and adaware and still this error appears.
 
If someone can please help me as I really need to have some new programs installed for my job.

Can I assume you're logged in to a user account with administrator priveleges?

Try running windows system file check:
Click start>run
Type in: sfc /scannow
(space between sfc and /)
Click OK
Insert XP CD if sfc requests it, and reboot when it's done.

Try installing something again.
