Fancypants1, in my case this msconfig error notice was caused by an HP service called the PML driver HPZ12 located at C:\WINDOWS\system32\HPZipm12.exe. The only cure, in my case, was to modify the registry as described in this post:
It was not possible to disable that service any other way. Once it was disabled, the msconfig problem was gone.
I do not know how loss of that service affects the security of my system or the operation of my HP printer or scanner. So far, I have seen no adverse consequences. My system is protected by Norton Antivirus 2008 so if my "fix" has created a security risk, hopefully I am protected elsewhere.
I have seen posts all over the internet about this issue and everyone who has contacted HP has received no help whatsoever from HP. Their efforts at support of this issue never have been escalated to a level where anyone of competence was involved.
