Now, judging from the textual reference and that file name, a part of windows is pretty messed up. You can try running a chkdsk maybe, but I'm not hopeful. I think you're either looking at some form of hardware error, or more likely an operating system reinstall.
After running the chkdsk, reboot and run a windows system file check:
click start>run
type in: sfc /scannow
(space between sfc and /)
click OK
Insert XP CD if sfc requests it and reboot when it's done.
I have the same problem. I've had my new computer for less than a week and we can't use it. So much for Dell Support. Quite frankly, it's my first Dell purchase, and my last. What a HEAP of garbage.
If you're not running XP SP2, that's part of the problem which was fixed in SP2.
You may have to run a repair/reinstall of XP. Personal files and software will be ok, but you will have to reinstall all XP updates/fixes again.
Boot from XP CD
Press ENTER (not R) at first screen and follow the prompts.

You should contact Dell Tech Support and ask for a replacement system. You have 21 days from date on Dell's invoice, not the date you received it, to request a new system. Otherwise, you may want to use PCRestore (Image Restore in Vista) to reset the hard drive exactly the way Dell shipped it. Personal files and software you installed will be lost so essential to back up on CDs first. And you'll also need to reinstall all the microsoft updates again.
