if control f 11 doesn't work that means your partition is no longer valid. Do you remember doing a windows reinstall in the past? If you did you may have formated over the restore partition. You can download all the files and drivers from the support web site and rebuild the system yourself. There are rebuild guides here also .
Are you holding Ctr and pressing F11 at the right time? You start as soon as you see the blue Dell bar at the top of the screen and only press the F11 key once a second or you'll overload the keyboard and it wont work. If you have done a reformat there is a way to get the F11 function back, I now how to do it on my Dimension 8400 not sure about your laptop but that's only if you haven't deleted that partition.
If your Master Boot Record was modified you may be able to recover the PC Restore capability with the procedure
here. If that does not work your only option is to do a clean reinstall of XP followed by drivers then appications.

Thanks for replay!
- Was checked partition with partition magic 8.0 - i see Hidden Partition still there.
- Ctr +F11 working in firend's dell laptop but not on my laptop :o(
- Any idea for my OS? just want reinstall my poor winxp
