Precision 5510 Factory Image Restore fail

I purchased Precision 5510 with this option

620-AAYS: Windows 10 OS recovery USB 55YG7 Kit

following the procedure here: Reset or reinstall Windows 10 on your Dell computer

the last section: Restore your Dell computer to the Dell factory image using recovery media

step 7 Select Factory Image Restore. fails as there is no "Factory Image Restore" option to select.

I tried various other menu options, "Reset This PC", "Advanced > System Image Recovery" all fail in different ways.

I also tried downloading a recovery image using this procedure:

the self created USB has similar directory and files structure as the 55YG7 Kit supplied with the system and fails in the same way. 

Any advice on the procedure to Restore the Factory Image would be appreciated.
