Preventing Internet Access

Question

I have searched through Microsoft KB articles and looked at a variety of sites on the internet, but none seem to provide the needed information.   Here is what I'm trying to do...   I have two user accounts set up on my computer.  They have full access and capabilities for the most part.  I want to set up a third account that has full access to files and programs, but with no ability to access the internet (currently connected through a simple DSL sharing box with 2 other computers).  Is there a way to accomplish this that is pretty straightforward?  I   Thanks for your help,   Tom

You might want to try the networking boards this may be something that someone there would know about.
