The shortcut keys work fine on IE and Mozilla Firefox which shows that the Operating system and its features are all working as designed. I suspect that it may be a bug in Windows live mail. I request you to uninstall the windows live mail and reinstall it. This should fix the issue. Please backup all important mails on your system before doing the uninstallation.
