problem istalling Windows Installer 2.0

I got a new game a few days ago but when i tried to install it an error message came up saying "The MSIEXEC.EXE file is linked to missing export MSI.DLL:22" the game will not load. I found out the problem could be that i dont have windows installer 2.0 on my computer. But when i tried installing it from the microsoft web site the same message as when i tried to install the game came up again. My question is what does this message mean and how can i get windows installer 2.0 in my computer. Any help is appreciated thanks.
