Not knowing what program(s) were removed and what type of user account was created, it's hard to know what the problem is. The first thing is what type of user account was created. If you are the only "user" on the PC and your account does not have Administrator priviledges that could be the problem.
That error also has to do with Internet Explorer so again, depending on what was "removed" is probably key to your problems.
If it's not a user account problem, there are so many possibilites that I would suggest doing a Windows XP "repair" operation and then go from there. HERE is the Microsoft instructions on how to repair XP.
Thanks for the reply, as of now theres only one user account on the computer and its Administrator. However I don't have my Windows Setup cd to do the repair anymore, are there any other alternatives to try to fix this?

No, you need the Windows XP disc.
HERE is the Dell form to request replacement discs, try this and see if you qualify for free replacements.
