problem with philips CD RW/DVD

Hi All,
 
I have latitude d410. I installed vista three or four weeks back on my computer after upgrading its RAM from 512 to 1.24GB.
 
Then I tried to install Sonic Record Now Plus which was shipped with my computer. Vista refused to boot and then I had to restore vista at a previous point. It is working fine now.
 
However, today I tried to use the CD-ROM after a week or so. The CD RW/DVD is external and its make is Philips CDRW/DVD SCB5265.
 
The device manager gives this message:
 
Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)
Click 'Check for solutions' to send data about this device to Microsoft and to see if there is a solution available.
 
I tried to download the new driver from dell's support website(PHILIPS-SCB5265-TD17.zip). When I try to run the exe file it gives the message:
 
You dont have administrative right to process or No device is recognized.
 
I am running this program in Administrative Mode by enabling the option
 
Run this program as Administrator in Compatibility Tab.
 
Any help, response will greatly be appreciated.

On the device manager right click the device which I think has an exclamation mark... click on uninstall it then restart the computer and see if Windows reinstall the driver for the device.

Right.
 
Now, after a month, I have tried to burn a CD from this CD-RW/DVD. But the CD-RW DVD fails to recognize the CD.
 
I am using windows vista now. Earlier, when I had windows xp on this machine there used to be a utility called Sonic RecordNow Plus available which would easily take all the CD burning issues.
 
With windows vista, i cant find any compatible version. What should be the solution?
 
Also, in the Control Panel/Device Manager - it shows VH1918R ZJD739K SCSI CD-ROM. So, I think the problem is with the driver.
