Sounds like a malware infestation to me, but since it will not operate properly for very long it would be extremely difficult for you to repair it with our forum help, you may need to take it to a professional in your local area to assist you, sorry.
If it can stay running long enough, you can try to run a hijack log on it,
Go to this forum
http://www.dellcommunity.com/supportforums/board?board.id=si_hijack and read the
RED link at the top and then
post your log on that forum along with what you have stated here, also post the Model of Dell you have and the OS Version. Please include a description of any other symptoms of malware you may have.

it boots but after a while it stucks!!!
