Problems with a game after re-installing XP MCE

Hello all, I'm new to the forum. Here's my problem---

When I first got my system (DIM 9100, 512 mb RAM, Radeon x600 w/256 mb Vid memory, Pentium 4 dual core @ 4 GHZ, XP MCE), I installed my favorite simulator game, Microsoft Train Simulator. This computer is fantastic, and I was able to run the program at maxed out graphics settings, I mean highest resulution, maximum color depth, highest quality, all display goodies enabled, when I say maxed out, I mean maxed out! I got excellent frame rates on the order of 45-60 fps, which is very much above average for most users and systems. So far, so good.

Then, a couple of weeks ago, something went very wrong with my Windows installation, and I couldn't fix it without re-installing XP MCE from the DVD (PC Restore didn't work right, so I just went ahead and deleted the recovery partition)

Now, having re-installed my programs and documents and stuff, I find that my train simulator program is not running nearly as well as it used to. I still get excellent frame rates, but I get alot of "stutter", which corresponds to disk reads from the hard drive. Every 20 to 30 seconds or so, the disk light comes on for 2 to 4 or 5 seconds, and the program really stutters badly. This NEVER happened before I had to re-install Windows. I have the latest drivers from ATI installed, and have perused all the settings in the ATI panel that I can see that might make a difference, but to no avail. I also downloaded the latest version of DirectX (9.0c, I think), and that didn't help either.

At this point I am guessing that this might involve some arcane registry setting that deals with how programs use RAM and/or video memory, or memory chache usage, or hard disk cache usage, or something of that nature, but I have no idea where to look, and I know that if I start poking around in the registry, it is going to lead me down the path of destruction, and re-installing Windows all over again (oh the horror!, lol)

So all you Jedi masters out there, can you help me?

P.S. I considered posting this in the "other software" category, but I really don't think this is a problem with the game itself, I think it is a Windows issue, some setting that was set with the factory image install of WIndows that is different by default when one does a conventional install from XP disk. Does that make sense?
