I'm afraid I'm at a loss, though others here are more knowledgable than I am. I personally use a free utility called AlZip (available from www.altools.net), which for me anyway behaves well (in XP) and hasn't met a compressed file it couldn't open (including expanding files from the XP install CD).

If you have no interest in just substituting a new utility,   and someone else doesn't jump in with a better idea, I've found that the Microsoft forums are an excellent source of info for this kind of thing, especially if the mvps.org guides don't work - you have to navigate a bit to get into them from microsoft.com, but the same folks who write the guides frequently respond there.
