Really Weird Error Message

I've only had this laptop (5160, Windows Xp w/ SP2) for only a few days and i get this werid error message when ever i try to go into add remove programs ,when i click on the icon a message comes up and says ,at the top of the box says "parser message" and in the window it says "Value creation failed " at line 521" ive already tried system restore and putting in the windows disk and re-installing (not a f-disking and the whole thing)...please write back!!!
