Reboot Issues - Please help

My computer was frozen overnite, so I had to a hard reboot (hold power button for 5-10 seconds). Then it never restarted, and kept freezing before getting to XP.
 
I tried to start in safe more, same thing, shows an error that I may have some malfunctioning software or hardware, and please try safe mode. But safe mode gives the same response. Tech support wants 99$ minimum, and my 2 year warranty is for hardware only. I have an XPS 400.
 
I have recently used the XP option where I can set a mark of where to bring my settings back to, but I cant even get to safe mode to apply that...
 
Is there a start up disk ? or something I can do ? I dont want to lose my 80GB of video saved either..

Your XP cd is your Start up disk. You might have to change the boot sequence in the bios to put the master cd drive--usually the upper drive if you have 2 cd/dvd drives--ahead of the hard drive in the boot order. And who told you that Dell won't help with this? This could definitely be a hardware problem that's still under warranty.

I never got an XP disk from DELL.

The tech support person convinced me its a virus and I apid the 99$ .. but as I was on hold for a tech, the pc started up .. although with some minor funky issues .. I am waitin on getting a refund for the 99$..

but I still have minor issues .. and am trying to "restore", but my computer is saying "restore will not fix the computer, please restart and try again"
