Windows Update error 80070490 means that a file (CBS Manifest) that's needed to install updates is corrupt.
If you receive the error code: 80070490, when trying to perform factory reset.
Using another computer, create an installation media of Windows 8 and perform the following.
How to create installation media for a PC refresh or reset
http://windows.microsoft.com/en-US/windows-8/create-reset-refresh-media
If you need to perform a PC reset or reinstall Windows 8 and don't have installation media, you can create it using the Windows 8 Setup program. To create media you need to use a PC running Windows 7 or Windows Vista that has the same architecture (32 or 64-bit) as the PC you want to reset or re-install Windows on. You'll also need your Windows 8 product key.
You can find your product key in your online order info, in the confirmation email for your purchase, or on the DVD packaging. The product key will look something like this: XXXXX- XXXXX- XXXXX- XXXXX- XXXXX.
Once you have your product key and are on a PC running Windows 7 or Windows Vista, follow these steps:
Run the Windows 8 Setup program.
When prompted to install Windows 8, select Install by creating media, and then click Next.
Select the type of media you want to use: either a USB flash drive or a DVD.
To create a USB flash drive
Click USB flash drive.
Plug the USB flash drive into a USB port on your PC.
When prompted, select the USB drive you want to use and then click Next.
If you have files on the USB flash drive, they'll be deleted.
To create a DVD
Click ISO file and then select the location to save the ISO file.
Insert a blank, recordable DVD into your DVD drive.
Burn the ISO file to the DVD using Windows Disc Image Burner, or another DVD burning program.
Method 1: Run an automatic repair using the Windows 8 DVD.
Follow the steps to perform automatic repair:
a. Boot the computer using the Windows 8 bootable DVD.
b. On the ‘Windows Setup’ wizard click on ‘Next’ and click on ‘Repair your computer’.
c. You will then see a blue screen and an option to choose.
d. Click on ‘Troubleshoot’ then click on ‘Advanced Option’ and then click on ‘Automatic Repair’.
Method 2: Boot from the Windows 8 DVD and then perform system restore and check if it helps.
Follow the steps to perform system restore:
a. Insert DVD and press F12 key and click on Change Default or other options which is at the bottom of the screen.
b. In the next screen click on TROUBLESHOOT option, this will display you different WinRE (Windows Recovery Environment) Options to resolve issues with the computer when it is in no boot state.
c. Now Click on System Restore, this will open up a Wizard and restore to a point when the computer was working fine.

Hi Allan,
I was reading through the site that you recommended. I have an Dell Inspiron that I wanted to do a factory restore, but when I try I get a error code:80070490. The document that you mentioned requires the end user to have the Windows 8 key, but when I input the key for the key for my laptop, it will not accept it. Is there a Windows 8 setup for the OEM key?
