Recycle Bin Empties Automatically

When I delete something, the window pops up, do you want to send to recycle bin? I say yes and when I look at recycle bin, it is there. After turning off computer and then turning it back on, the files are no longer in the recycle bin.
I used msconfig and removed all norton stuff to make sure it was not causing it, which it turns out, it is not.
I do not have Norton running my recycle bin. I have 10% space allocated.

I have SP2.

Check to see if you have a scheduled task running to empty the recycle bin when the system is shutdown.

Double-click line 64; right-hand column at:
http://www.kellys-korner-xp.com/xp_tweaks.htm

Copy/paste entire file into Notepad. Save to desktop as recycle.reg
Close all running applications and log off net. Double-click the new file. Allow it to update your registry. Reboot when it's done.

First, when I double click on the right side of 64, it brings up a download screen where I can run repairrecyclebin or save it. How can I do a Copy and Paste?

Confused

Okay, I did a right click instead of a double click and selected copy and pasted it into notepad and saved in desktop as recycle.reg

Is this correct?

Check one thing that no one has mentioned--right click on the recycle bin, properties, make sure Do Not Move files to the Recycle Bin is NOT checked.

Yes. Now either double-click the recycle.reg file on the desktop or right-click it and select "Merge" from the context menu. You will be asked to okay making the change to your registry.

Hang on a sec. If I right-click that link, the only "Copy" I get is for link location itself, not for the entire file. It may depend on what brower you use, I have netscape. So perhaps you want to allow it to save the file to your disk with the recycle.reg name. If I right-click, I'd select "Save Link Target as". The file should start with this on the very first line:

Windows Registry Editor Version 5.00

Thank you, thank you, thank you.  It worked. My recycle bin kept the files after I did a reboot.  Finally. I have been asking all forums and finally Dell came to the rescue.

I did the save as to target and saved in my downloads and then executed it from the run command and bingo!, it worked.

Thanks for all your help.

Okay, I right clicked and save as and I saved it in my Downloads and then ran it from the run command line and it looks like it worked. I restart my computer and see if my recycle bin retains what I put in it.

I will let you know either way.

Oops! I just saw you last reply after I typed this reply. I will try what you said about saving it as a file and not using note pad. Maybe that is why the following happened to me:

Okay, it works with either double click or right click and then merge.

It says Are you sure you want to add the information in C:\Documents and Settings\Pelham Manor Cats\Desktop\recycle.reg to the registry?

I answered Yes and received the following:Cannot import C:\Documents and Settings\Pelham Manor Cats\Desktop\recycle.reg: The specified file is not a registry script . You can only import binary registry files from within the registry editor.

Did I create the file wrong? Why didn't it work?

Well! That did not last long. I was there after I rebooted. I turned off my computer for the night and the next morning when I turned it on, the Recycle Bin was empty again.

Now What Do I Do??????

Try running a windows system file check:
click start>run
type in: sfc /scannow
(space between sfc and /)
click ok

Insert XP CD if sfc requests it. Reboot when it's done.

That did not work. It said that my XP Home Edition was too old. I have installed many updates including SP2 since I first installed XP Home Edition from Dell.

It could not load the DLLs because the ones on my system was newer than the ones on the CD.
