Recycle Bin

I have 2 related issues:
- Somehow the recycle bin on the desktop was changed to a shortcut to the recycle bin. Does anybody know how to get the recycle bin back? I am running Windows VISTA Ultimate 32bit
- On my wifes machine, the recyclebin disappeared completely. I don't know how to get it back.
 
Any help is appreciated.

Right Click on the desktop, select "Personalize" and then click on "Change desktop icons".

Right click desktop>personalize>change desktop icons>tick recycle bin box.
 
 
Start>control panel>appearance and personalization>click "change desktop icons" from the left hand column>check Recycle Bin and click OK.

Ok...I deleted my recycle bin and restored it but now when I delete anything the only time the full icon shows is when i restart the computer and vice versa....if its full and i empty it, the empty icon only appears when i reboot.
 
Any ideas...have tried restoring defaults.
