That's probably your best bet at this point. System File Check will scan your operating system for any missing files. Have your Windows XP disk ready, as it will probably prompt you to insert it into the disk drive. Hopefully, that will help you out....
Personally, I've never heard of un-installing or re-installing Internet Explorer. It's a part of Windows and cannot be deleted; or that's what I thought at least.....

In case sfc does not work you could also try this. http://www.theeldergeek.com/repair_ie6.htm. Also this link tells you how to reinstall IE6 if that is what you need to do. http://support.microsoft.com/kb/318378/EN-US/
