Will I need to buy a full up Windows XP Prof, or can I get by with a Windows XP Prof OEM purchase like is found here http://www.nextag.com/Microsoft-Windows-XP-Pro-81110824/prices-html for $136?

Depending on what was done to the hard drive, there is a slim chance you could restore to factory new condition. See this:

If the drive has been wiped clean by the seller, then it won't work.
Any full version of XP will work. You don't need a Dell specific XP disk, but you will need to install the Dell drivers for your system.
