By trial and error I have determined which files should be removed in order to remove Dell's overlay from Help and Support. If anyone else is interested just send me a private message.
I didn't actually delete the files in question; I merely moved them to a Dell Overlay folder.

Try ,Right click Start- Properties- Start menu- Customize- Advanced- Uncheck Manufacturer Link
Or use Classic Start Menu.
Post back if this helps or not.

All that accomplishes is to remove the link from the Start menu.
