Yeah!  Ran the command.  Don't know exactly what happened, but I think that Internet Explorer and Outlook Express were wiped out and replaced from Installation Disk.  Visited Microsoft Update and installed updates 009, 894, 939, and 078, which brought both programs up to date.  Seems to be working fine now.  That was a much better solution than what Microsoft recommends in KB318378.  Thanks for your help.
