Try this,right click on IE short cut in the task bar (if not there try start>all programs),properties>short cut tab>in the run drop down menu change it to "maximized">open a new window>right click on any link>open in new window and don't maximize it>use mouse to resize it>close both windows,this is supposed to work. :smileywink:
 
There are other tips as well and they don't always work,as a last resort this program will work.

Sometimes holding the ctrl or shift key down when closing the resized window will cause it to remember the size and postition next time you open it. But these tricks can be reset by Vista for unknown reasons, buggy software.

If you can't fix it by these ways try a system restore. Start-programs-accessories-system tools-system restore. Pick a date before the Windows were set this way

  • Close all instances of Internet Explorer except for one.
  • Right-click on a link in the page and select: "Open in New Window" (File>New Window)
  • Close the first browser window using the [ X ] (upper right corner)
  • Resize the window manually by dragging the sides to the desired size.
    Note: Do NOT click the Maximize button, you must do it manually.
  • Hold down the Ctrl key and click the Close button (upper right)
