Restart failed to recognize Cancel and restarted anyway
I was going to restart to get a 3rd party program to work again, but I saw that some programs needed to close. I pressed the cancel button, but cancel button failed to abort the restart and it restarted anyway.
I am using a brand spanking new

You're able to boot into windows 10 ? If yes, I'd suggest you run the System Restore tool on the system. The tool will go back to an earlier time before the problem occurred. Please type Create A Restore Point in search box, click on System Restore, and then Next, see image below:
