Restart Feature Works Partime ?

You could try:

1. System Restore

2. Enter the command sfc /scannow

3. Start computer with "Last known Good"

You posted a similar problem on 17th so it seems intermittent. Don't poo-poo SR; it's not necessarily a short-term fix. I would consider a Repair install more so. I suggest an online Virus Scan at Norton.com (EndTask your AV first) if you haven't tried it already. If clean you can boot to Last Known Good Configuration option. I havea boot menu on my system so I have all the time to select F8 and choose Last Known... from a menu of boot choices. You may have to tap on the F8 like you do for Safe Mode. I start tapping when my keyboard lights start flashing.
