Before you can install drivers for any device integrated on the motherboard, you need to install the chipset drivers for the motherboard.  You can download the drivers from:

The chipset drivers have already been loaded.  Is there something with the partition that came from the factory that he deleted?

It might be looking for the Notebook System Software, I think thats what Dell calls it.  But you need to affrom you have the Chipset, Video, Audio, & NIC drivers installed, then worry about a modem driver.  If the other are loaded, then you are trying to load the wrong driver for that modem.
