Restrictions Placed on Computer?!?

Ok so this old computer I have, it is so riddled with viruses and such I dont know whats going on. Im gonna go into the hijack this forum after I solve this one problem.

 

I want to change the start-up programs, I know your supposed to go into Run->msconfig, but it doesnt work on this computer. After I type msconfig and press enter a message comes up saying "This operation has been cancelled due to restrictions in effect on this computer." It makes me think that someone has hacked my computer and put up blocks and such. What could be wrong?

Also I want to add, I have wanted to just reformat the whole computer, deleteing everything and starting from scratch. But do I NEED the reformat disk? Is there anyway to reformat withought it? If so ignore the last question and just tell me how to reformat. Thanks!

To reinstall XP.

Boot from XP cd.

Delete all partitions

Create new partition

Format new partition

 "Complete instructions below"

So I guess there is no way to do it WITHOUT the CD? Because I dont have the cd, I have the xp reinstall cd but thats a diff cd I think because when I put it in and restart it doesnt bring up the "press any key" screen.

That's the CD. XP reinstall.

What model computer do you have?

 At the Dell logo "Press F12" for Boot Menu, highlight "Boot from USB or Internal CD/DVD drive" Press Enter
