RSTRUI.EXE File Missing

Question

I cannot run a System Restore because the rstrui.exe file is missing and the dll cache folder is also missing.  The computer doesn't recognize my CD for reinstalling utilities.  A search doesn't not find the Owner's manual from which I am supposed to be able to do a PC Restore.  What can i do to get back the .exe file?I am running Windows XP Media Edition version 2002 on a Dell Dimension 9100.

Did you try looking here? C:\Windows\ServicePackFiles\i386 <--folder

If you cannot find it, you may have to reinstall System Restore or do a Repair Install of XP. If you do a Repair Install, you will need updates through SP3.
