Safe mode in ME

Question

I tried to run disk defrag and scan disk both to no avail (something running in background). I then tried to start in Safe mode but no luck. I tried holding the CTRL key down 1)during restart, 2) after seeing the Dell logo, and 3) after seeing the Windows logo. I also tried all of the above while holding the F8 key, and then holding both. Any suggestions? Thanks.
