-rohini- I did previously do a Google search and found the Microsoft Article you referenced, however this article applied to Windows 2000 and not Windows XP. In my search I think I found a different answer for the problem I was having.This solution seemed to work:
As soon as the Bios has finished loading, begin to tap the F8Key. Continue tapping the F8 key until the Windows Advanced Options appear. If you start to tap the F8 key too soon some computers will display the "keyboard error."
Rohini, I just tried looking in my registry for the subkey specified in the article. I located the exact spot as it directed, in the tree. But nothing listed here says anything about the keyboard or mouse. Does your Minimal tab have these listed?
Hi, Yes those keys must be present, and if they are not then it might have been deleted. Also make sure your logged in as admin and also hightlight that [minimal] key and make sure the permissions are correct on that by going to [Edit]--[Permissions]
But these are the four keys that it is talking about THIS IS AN EXPORT OF THE KEYS if saved with a .reg file you can simply execute it.

I think a small typo: in your reg export for the safeboot\minimal you show the hdc, not keyboard key; the first one should be
