ScanDisk restarting error
When I try to run ScanDisk on my Dell PentiumIII I keep getting the error message, "ScanDisk has restarted 10 times. Windows or another program has been writing to this drive. Quitting some programs may enable ScanDisk to finish sooner." When I control-alt-delete verify what is running it's only Explorer and Systray, both which need to be running to keep the computer up. There is Task Scheduler in the lower right hand corner, but I have that paused (cuz I can't close it). Any ideas as to what I've missed?

Is it connected to the Internet at the time? I run scandisk on our PCs at work, which are always network connected, and I get this error a lot. After the ten times warning I just click on No when it asks if I want to continue to receive this warning.

If this is on an OS other than Windows XP, the easiest way is to start Windows in safe mode and then run it.
If you try to run it in normal Windows mode, there are so many background programs running that it usually will never finish.
There is another option, do a google search for "enditall2" program. If you run that program with Windows in the normal mode, it will shut down everything except what is absolutely needed for Windows to run and then you can do the scandisk. But, you will still have to reboot after running the scandisk so the easiest thing is to just start Windows in safe mode, run scandisk then reboot.
