There are a couple of things you can try if your System Restore does not go back to a date before the problem arose. Go to Start|Run, type
sfc /scannow and click OK. (You may be prompted to insert your Windows XP Reinstallation CD.) That should replace the missing/corrupted urlmon.dll file.
If that does not succeed, place the XP Reinstallation CD in the drive. Go to Start|Run, type
cmd and click OK. At the command prompt type:
expand x:\i386\urlmon.dl_ c:\windows\system32\urlmon.dll and
Substitute the letter of your CD-ROM drive for x in the above.
The second procedure will probably not be necessary.
Sorry, my error, you can't write to that folder from within Windows.
Go into C:\Windows\system32 and see if you have a file urlmon.dll. If so, right-click it and select Properties. It should be 444,928 bytes in size and be version 6.00.2800.1259.
That has me stumped. The latest version Microsoft lists for the file is 6.00.2800.1106, which was a part of Windows XP SP1.
There are a couple of basic things to try. Do a full system virus scan with updated signatures if you haven't already done so. Download and run Spybot from
here to remove any spyware which might be affecting your browsing.
If neither of those produce any change in behavior, you can reinstall Internet Explorer using the instructions
here.

Tried both fixes--At the last one at the command prompt--It stated: can not open output file: c:\windows\system32\urlmon.dll.
How What???????

I have 2 files w/urlmon.dll. The first is listed as: "urlmon(3)dll" Size----- (483,840 bytes) version: 6.0.2800.1226.
The other one is like you said. But what am I to do???
