security on a folder

hi

i have set up windows xp prof, and have a password set to get into setup program, and to enter the desktop...now i what to setup securing a folder, where it needs a password to enter, and that includes the adminstrator....how can i do this, been trying....with no luck......i set the folder to private view in the folder properties. but  can still click on it and open it without a password.

The only setting built into windows which I am aware of is that you can encrypt folders and individual files so that they will only be able to open when the right user is logged in.

okay,,,i quess just having a password to open a file would be to easy...i do know about users rights, thought there might be something eles..
