SERVER BUSY ERROR - REALLY NEED HELP

Question

Hi all, When conntected to the internet we randomly get the following error: Server Busy. This action cannot be completed because the 'Program Manager' program is not responding. Choose 'Switch To' and correct the problem. This message appears after 1 minute or can appear after more than 30 minutes. It seems to appear when we click on a link to take us to another site/page. The site/page isn't secure or anything, just browsing sites/info. When you click on the 'Switch To' button, the hourglass comes up but nothing happens. There is also a 'Retry' button but again the hourglass comes up and nothing happens. We cannot x out of the screen. We have to disconnect from the net. This then freezes the screen (not the mouse though) and we have to do a logout via cntrl/alt/del buttons. We've tried running virus scans (no virus is found), deleting all temp. internet files, clearing the history files. We've searched for the 'program manager' program but cannot find it. It seems as if there may be another program running but we can't find it. When this 'server busy' msg. appears, we picked up the phone and it was dialing out again. We got a new HP printer w/in the past few months but don't know if this is related to the problem. We contacted dell (we have a dell, IE version 6.0 and dial up via Juno ver. 5.0) and they sent us a possible fix that involved a restore. The problem is, the restore button had been checked at some point and we have no previous (before the problems started) restore to go to. ANY info./help anyone can give would be more than appreciated!! Thanks. Jo

In almost all cases when you get a 'server busy' it means the server you are trying to connect to is 'busy' (reached it's maximum connections) and just cannot accept any more connections.  It has nothing to do with your PC, just that particular site.  However, it could be something at your ISP that is causing the busy or unable to connect issue.  There are many variables within the internet that can cause a multitude of connection issues, from the server busy, to unable to find the site, slowdowns, etc.  Even your modem connection (telephone line or ISP's modem) can be an issue I get the 'server busy' occasionally when I try to access my Hotmail account.  Nothing to do with my PC or even my ISP, just the Hotmail server(s) has reached it maximum connections.
