SO AT POWER UP THIS WILL TRIGGER A PASSWORD TO BE ENTERED AND NO ONE CAN GET TO DESKTOP WITH OUT IT?

hello,
 
if youre using windows XP
just go to start >>> control panel >>> user accounts.
 
from there its self explanatory on how to create a password

It does not effect power-up. Only used to enter Windows Desktop. For power-up password, this is set from within your BIOS. This way when power is first turned on, you will need a password to proceed to bootup in Windows.
