Solved - W10 facial recognition flashing loop
Some current Dell computers do not yet support Facial recognition software on W 10 throwing the login screen into a fast blinking mess.
1. disable (remove) facial recognition s/w before you need to login to W10 after upgrading
2. If you get the dreaded flashing login page hit Ctl-Alt-Delete many times fast until you can get in to remove the software

New Dell laptop 8.1 upgraded to W 10 - added a user (admin) tried to switch users and got into a fast loop of blinking screen asking to enable facial recognition - remains when I shut down and restart - cannot get to anything in W 10 to enable facial recognition - shuck with blinking login screen - cannot get past it - tried boot diagnostics and resetting BIOS - no help
