Some hotfixes wont install on my computer

I am using Vitsa 32-bit and today I was trying to install hotfix 904199 from microsoft and neither of the versions will install. They say they dont apply to the system (the x86 and the x64). I don't get what the problem is. It validates my vista and everything. Thanks for any info.
