sometimes cannot open links

Question

I sometimes cannot open links that I have been referred to in an article or even an email.   I have gone into tools, Internet Options, privacy, and added the address into the pop up blocker allowed addresses.  I had been advised to do that although the links are not pop up's.  Still cannot open.    Any ideas?   Thank you.

Are you able to open the sites if you enter their URL directly into the address bar of Internet Explorer? You use the word "sometimes." Does that indicate that you are able to open some linked sites from both within IE and within OE?

I am not able to open the sites if I enter their URL directly into the address bar of Internet Explorer. I am able to open some linked sites from both within IE and within OE.

I get the green bars like the link will open and then "done" in the lower left corner but a completely blank screen.

I have contacted Dell but they don't seem to understand the problem (I have extended guarantee for machine and software, bad investment). This has been going on for a few months.
