Thanks guys - my fault for not reading the other posts ..

 

Switched to selective startup and disabled dsca and sprtcmd from the Dell Support Center folder. If I stay in selective startup mode - no problems on shutdown. However if I change back to Normal startup then it starts them up again and I'm back to square one. Any ideas on how to stop the network blocking my Administrator privilidge?

Tilley:  Did you uninstall Dell Support Center from Add/Remove Programs?

 

If you didn't, what you're seeing is the way it's supposed to work.   Selective Startup only disables the entries, it doesn't remove them.   Normal mode re-enables everything.   If you don't want to uninstall it completely, but still want to avoid the error, keep it in selective startup and just check the "don't show this again" box when that warning pops up.
